10月16日，在深圳“泛太平洋海运会议亚洲年会（TPM Asia 2013）”上，航运界网专访了休斯顿港务局（PHA）商务总经理毛思历（JOHN A. MOSELEY）。
毛思历：我们的首要战略是开发新市场，发展那些新兴市场的业务，例如亚洲—太平洋市场。三年前，我们与Ben Line Agencies确立合作关系，它是我们在亚洲区域的代表。目前，已经代表我们在亚洲15个国家，100多个城市开展业务。因为亚洲是我们最重要的业务区域，目前，这一区域的业务构成了休斯顿港总体业务约24%的业务，而在十年前，这一数字在2%左右。2012年至2013年，我们亚洲区域的业务增长了40%。

First of all, thank you very much for this opportunity to share a little bit of respective for regarding port of Houston, the port of Houston here actually with my colleague Matthew Soloman, MS is with Ben Line agency, they are our partners in Asia, they are Asia representative for 15 countries across Asia. The port of Houston together with Ben Line, have a representation in 15 countries, and more than 100 cities across Asia, such as China, Taiwan, Korea, India, Bangladesh, Myanmar, Tai land, Vietnam, Malaysia, Singapor, ,Japan etc. We have port representative across Asia, because Asia is a very important trade for port of Houston. Just give you little background about the port of Houston, the port of Houston is the largest port in United States by foreign tonnage, more than 230 million tons of cargo go across the dock of Houston every year. We’re the 6th largest containerized port in north America, we are the largest port in gulf coast where we situated, we are in Central United States in Gulf of Mexico, and we’re the Number 1 port in gulf coast, in the US gulf of Mexico. We handle about 2 million TEU of cargo and we are the largest port of Gulf, approximately 70% of share of container traffic of Gulf coast.
what are our number 1 strategy is wecht and develop new markets, develop those market which is the fast growing market, that is 1 strategy. The second strategy is going after insuring we have a diversified portfolio of port business. So is part of strategy trying to go after the fast growing market, this is Asia- transpacific business come to display. 3 years ago, we established the partnership with Ben Line for represent us, port of Houston,in Asia. Because Asia is our most important trading area, today represent approximately 24percent of our overall business in the port of Houston, 10 years ago, it’s less than 2percent, so it’s our fastest growing trade, year on year, between 2012 and 2013, our Asia business is growing more 40 percent. So the first part of strategy, maintain this level, and be a leader is to make sure we are targeting the right market, and Asia is a very large market.
The second strategy, which I mentioned to you, is diversification, make sure we have a diversified portfolio, so we really try to target import business, that is transpacific eastbound containers, that is very important for us because we are very strong in export. So we are trying to leverage the export to build the import, that important component. We also trying to diversified the in terms of commodities, and in terms of customers we handle, we are really work hard to do that well. And then the third part of strategy is insuring our infrastructure is the best in United States, best in the world. So we invest heavily in our dredge program, to make sure our deep, to make sure our wide, so we get handle the future generation of large container ship, we also make sure that we have right equipment, such as cranes, super post-panamax equipments to handle big vessels. We do those things, we do investment in our infrastructure to maintain our leadership position, we invest and diversify our portfolio business, we invest going after the fast growing market, like transpacific, that’s what our strategy is to really maintain our position as leader in United States.
This trend of ship get bigger, we’are not new about this concept, and the world is not new to this concept. I mean, it’s a lot of discussion about it today, because of the size of the ship and the increasing of the size of ship is accelerate of rate. But honestly, ships been getting bigger for last 2000 years, and actually, we have a very long experience, because Houston is the first port in the world to receive the first container when it invented. The “Ideal X ", April of 1956, move from New york to Houston, so our history is very long in the container ship. Now, these ship then, about 58 container size. Today the ship getting bigger and bigger, everybody is preparing, every port in the world is preparing, and the panama cannel is preparing, we doning what we need to to do, and the panama cannel is doing what he need to do. But we always been prepared, we have 100 years of history of growing and developing, and make sure that we are always prepared to handle the big ship of tomorrow.
The state of Texas is the Number 1 export state in United States for 11 years, the big reason why number 1 is our agriculture export in addition to our petrochemical industry, which included grains, and included cotton, and resins and chemicals going place like China, Turkey, Germany, Brazil and countries all over Asia, Latin America and Europe. Chemicals are a very big part of our business, another reason why export, , is even because of Houston, Houston is the number 1 export city in United States, that’s a new figure, just came 2012, we overtake New york, new york for many years, is number 1. Today Houston is number 1 export city and petrochemicals and agriculture have a lot to do with that.
Today maybe you have heard the Chairman of Evergreen, the focus of his presentation was the big export boom in Houston, and in Texas, and in Gulf coast. Shale gas is change everything in the world regarding energy production and how petrochemical industry is been developed, today the Houston ship Channel is the home to largest petrochemical complexity in the Americans, number 2 in the world. We have a very big capacity petrochemical development, and because of the shale gas technology, and the fracting the cost of producing resin, chemicals, and all the derivatives come form the gas products is drooping very low. Today is 120 petrochemical plants project under way today, with the cost of value of over 150 billion dollars. So with this development, petrochemical factory and plants are developing to crate more exports for the future, in 2017, we’re anticipating our export to grow by additional 200 thousands TEUs minimum, to approximate maximum of maybe 800 thousands TEUs per year . So somewhere between 200thousands to 800 thousands taus per year, additional new business will be exported through the port of Houston, because of the petrochemical expansion project, and the shale gas discoveries that been happening in US today, so it’s very big industry that have a big impact on Houston, have a big impact in Texas, and US, and the world.
Today the Port of Houston impacts more than 1million jobs in Texas, more than 2.1millions jobs in US. The port of Houston contributes to nearly 180 billion dollars worth of economical activities in the state of Texas, about 500 billion in US, this expansion project will make it grow even fast than it even today. This is really remarkable what happening.
We are quite fortunately, in US, you have 2 different Union. You have ILWU, which on the west coast ports, and ILA, in the gulf coast, and east coast. Last year, the ILA concluded the labor negotiations, so we don’t have any contract or other in place, next year, I understand, the ILWU is undergoing new negotiations, that under west coast. So the Port of Houston is not impacted by any labor negotiations in 2014. However, because of the negotiations on the west coasts, in port like LA, Long Beach, and others on the west coast, shipper are take contingency plans to move more cargoes to the port of Houston. So if any thing we anticipating, continue grows, continue prosperity through the port of Houston, where we haven’t had any labor disruption for more than 30 years. The big drivers for Asia Transpacific trade shifting from West Coast to the Port of Houston have been the cost, favorable transit times and overall better access to this important and fast growing part of the country。
